It is important because Americans demand, expect and will get aviation safety with the passage of the bill we are going to consider tomorrow. My good friend from Arizona has talked at some length about the differences between the Senate and the House bill, and they are significant, and they are important, and it is critical that this body adopt the Mica-Young version of the bill, because it does what it needs to do, it does it quickly, and it does it effectively. There are four aspects of this bill that are important to understand. Number one, the Republican bill provides for real safety. It has enhanced security screening by creating Federal standards, Federal control, Federal supervision, but it does it quickly and it does it without months and possibly years of training that it would take to get personnel in place under the bill passed by the Senate. It also provides for accountability. It provides for a zero tolerance policy for every federally certified baggage screener.
