“I respect the gentleman's concern about this, and I would only point out that we have time and time again in this body said that special education is, if not our very highest priority, it is certainly at the very top of the list. And I would only point out that at least five of these programs that the gentleman mentioned still have increases in them, and not one of them, not one of them is cut from the level of spending from last year. I agree with the gentleman, it is not an easy job to propose an amendment like this, but I think special education is important enough to me that it deserves to be funded at a $2 billion increase.”
