I would suggest that every State in the Nation on occasion is forced to find far more than 1 cent on every dollar because, unlike the Federal Government, they have to balance their budgets every single year. I would also point out that you will hear discussion amongst the minority and the majority about whether or not we, as Republicans with our plan, are using Social Security surpluses or not. You realize that this argument has gotten down now to the point where we are having a fight between OMB and CBO, whether their predictions are right, whether we use OMB numbers or CBO numbers. Well, when you are talking about the difference between the President's proposal to put 60 percent of the surplus aside versus the Republican's successful effort at putting 100 percent of the Social Security surplus aside, I really do not think that the key issue is whether or not the numbers come from CBO or OMB, and I am not even going to tell you what they stand for, Mr. Speaker, because I do not really think it makes a big difference.
