While the LAFD continues making progress, this is a major, multi-jurisdictional incident. I'm issuing an emergency declaration to ensure the City has the resources it needs as this operation continues and to keep the community safe.

Too often, those requests have been met with delayed communication, limited transparency, and insufficient public engagement.

Our efforts ultimately couldn't keep up with policies and funding cuts at the federal and state levels that pushed more people onto the streets.
