I rise to offer amendment No. 8, the Chu-Polis-Connolly amendment. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 7, after line 23, insert the following: SEC. 9. POTENTIAL IMPACTS OF PIPELINE SPILL. (a) Study.-- The Comptroller General of the United States shall conduct a study of the Keystone XL pipeline project to determine-- (1) the total projected costs of cleanup activities that would be required in the event of a discharge of oil and hazardous substances from the project; and (2) the potential impacts of such a discharge on-- (A) public health; (B) the environment; and (C) the quantity and quality of water available for agricultural and municipal purposes. (b) Report.--The Comptroller General shall submit to Congress a report containing the findings of the study required under subsection (a). The Acting CHAIR. Pursuant to House Resolution 228, the gentlewoman from California (Ms. Chu) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from California.
