“I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Add at the end the following: SEC. _. REPORT AND EFFECTIVE DATE. (a) Report.--Not later than 180 days after the date of the enactment of this Act, the Secretary of the Interior shall study and report to the Congress on the potential effects of the lethal taking of pinnipeds on the recovery of salmonid stocks in the waters of the Columbia River and the tributaries of the Columbia River. (b) Effective Date.--Section 3 shall take effect on the date that the Secretary submits to the Congress the report required under subsection (a). The Acting CHAIR.
