You have to lay down the marker. You laid down the first proposal, and it is really good. I said 4 years. Actually, it is a 6-year bill--$478 billion--and it covers all of the elements. All of the elements are there. If somebody has got a better idea, we haven't heard it. I am delighted. When you introduce that bill, count me as one of the coauthors of it, and I look forward to working with your leadership to push it along.
