That history of partnership goes back to the very first President of this Nation. George Washington set up an industrial policy: Mr. Hamilton, Go out and develop an industrial policy because we're going to make things in America. So at the very earliest day of this Nation, government and the private sector became partners to make things in America and to make a great manufacturing sector.
