The Clerk read as follows: Mr. Garamendi moves to recommit the bill H.R. 1837 to the Committee on Natural Resources with instructions to report the same back to the House forthwith with the following amendment: After section 2, insert the following: SEC. 3. PROTECTING THE CONSTITUTION AND STATES' RIGHTS. Consistent with the tenth amendment to the United States Constitution, nothing in this Act shall preempt or supersede State law, including State water law. The SPEAKER pro tempore.
