If we were to look at the proposal that President Obama put forth in his budget that came out about a month ago, he put forth a program that would hold government expenditures at a 5-year freeze, that is, no increase, but they're being able to continue to pay for those necessary programs for Aunt Maude and for Nephew Rick--was it Nephew Rick?
