This bill is extremely important, and I urge support of the bill. There is much in it to like; there are a few things that I think we ought to tweak as we move along. The levee vegetation issue is addressed. It should be modified slightly. There will be an effort to do that later. The crediting issue is still out and about. It should be modified. It is extremely important to allow projects to move forward with local money, so I urge some modification in that. Ports are absolutely critically important. There is great progress made in this and the Harbor Maintenance Trust Fund being used for its intended purpose. I commend all involved in that. The Chief's Report issue has been significantly improved. I want to thank the chairman and others for bringing back to this Congress the power that the Constitution gives it. The Chief's Report issue is there. I would recommend that we modify it slightly to give a little bit more leeway on when and where a Chief's Report is. All in all, it is a great bill. Congratulations, and thanks to all who were involved in writing it.
