I took up an amendment a moment ago and people were talking about how we use our resources to keep these missile silos open when they are not needed and questioning whether missiles are needed. We are talking about billions and billions of dollars. So if we are really, really concerned about how we deploy our precious money, then we ought not be doing this amendment. {time} 2130
