PRESERVING LOCAL WATER SUPPLIES. Nothing in this Act shall preempt or supersede State, county, or local law, including State water law, that prohibits the export of ground water to other areas. SEC. 902. PROTECTING TRIBAL SOVEREIGNTY. Nothing in this Act shall undermine Native American tribal sovereignty, or reduce the quantity or quality of the water available to affected Indian tribes.
