The proposed amendment opens the door for collusion. It gives the tools for collusion to the companies. We ought not do that. And there is no other part of the American economy that such collusion and such an open door and invitation to collusion is provided.
Garamendi is opposing an amendment that he believes facilitates collusion among companies.
