I thank the gentleman. This amendment would try to respond to those thousands of households that have lost their source of drinking water. This amendment would require the Department of Defense to provide a report to Congress on the well drilling capabilities of military units and the feasibility of rotating their training locations so that they can do their training in areas where the devastating droughts have impacted to the greatest degree, primarily in western States. I think this is a commonsense amendment. I ask that it be adopted.
