In exchange for amending that law, which I think almost everyone now agrees should not have contained this taxpayer obligation in the first place to finance a boondoggle drain for these lands, the settlement agreement requires taxpayers to provide a $400 million bailout for Westlands and the San Luis water contractors on top of the millions they receive already in taxpayer subsidies.
