Mr. Chairman, I just want to quickly offer my support for my colleague's amendment. This is a commonsense amendment that recognizes the tremendous potential that groundwater storage represents. This is one of the most important tools in our water management toolbox. We know that our future hydrology will be less certain because of climate change. It is going to make droughts across our country more frequent and severe. This amendment will help make sure we are taking the appropriate steps to prepare. So I want to thank my colleague for this forward- thinking amendment, and I support its adoption.
