These certainly are arguments that can and should be made at the Atlantic Council. In fact, they are made regularly, and that council has representation regionally, has representation from all the key stakeholders, and has access to the best available science, the state-of-the-art science on this issue. So I think we need to let that council do its job, and, with that, I request a ``no'' vote. Mr. Chair, I yield back the balance of my time.
