Mr. Chairman, I want to briefly respond to my friend's reference to a manmade drought. What California just went through is what hydrologists, scientists, and historians tell us is the most significant drought the State has ever experienced--a natural one. I certainly knew that human activities were impacting the climate, but, wow, if human beings could actually cause the snowpack to be 5 percent of normal and cause a drought like that, that is taking human-induced climate change to a whole new level. We have got to be careful in this debate.
