Mr. Speaker, I thank the gentlewoman from New Mexico for mentioning Professor Knox. He was an outstanding witness in our hearings on this subject. The truth is, the product of 3 years of work that is before us today was a really good exercise in bipartisan leadership, so I appreciate that.
