EXCESSIVE WOLF LOSSES. If, at any time, the Secretary of the Interior finds the unsustainable harvest of gray wolves or another factor has reduced the gray wolf population below recovery thresholds, the Secretary shall, not later than 7 days after the date on which the Secretary makes such finding, with respect to the gray wolf-- (1) issue an emergency regulation under section 4(b)(7) of the Endangered Species Act of 1973 (16 U.S.C. 1533(b)(7)) to temporarily restore Federal protections; and (2) initiate a species status review. The SPEAKER pro tempore. Pursuant to clause 2(b) of rule XIX, the previous question is ordered on the motion to recommit. The question is on the motion to recommit. The question was taken; and the Speaker pro tempore announced that the noes appeared to have it.
