I am pleased to yield 2\1/2\ minutes to the gentleman from California (Mr. Cardenas), my colleague from Los Angeles, a city that, frankly, is pioneering some of the most promising water management strategies we have in California, strategies that are reflected in our alternative bill, for which I am grateful Mr. Cardenas is a cosponsor. They are stretching water supplies not just using imported water wisely, but managing recycled water, groundwater, treating storm water, working on the cutting edge. They deserve Federal support for those proven strategies, support that our colleagues across the aisle have withheld for too many years.
