It happened in 2004, 2005, 2006, and 2007. It was during the time that the SEC had reduced the number of enforcement actions in this country by 80 percent--now, I said 80 percent--and the number of disgorgement actions by some 60 percent. The SEC was asleep at the switch.
The speaker is criticizing the SEC for its reduced enforcement actions during the years 2004 to 2007.
