“I have an amendment at the desk. The SPEAKER pro tempore. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of subtitle J of title V, insert the following: SEC. 5__. PILOT PROGRAM ON SAFE STORAGE OF PERSONALLY OWNED FIREARMS. (a) Establishment.--The Secretary of Defense shall establish a voluntary pilot program to promote the safe storage of personally owned firearms. (b) Elements.--Under the pilot program under subsection (a), the Secretary of Defense shall furnish to members of the Armed Forces described in subsection (c) secure gun storage or safety devices for the purpose of securing personally owned firearms when not in use (including by directly providing, subsidizing, or otherwise making available such devices). (c) Voluntary Participants.--A member of the Armed Forces described in this subsection is a member of the Armed Forces who elects to participate in the pilot program under subsection (a) and is stationed at a military installation selected under subsection (e). (d) Plan.--Not later than one year after the date of enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a plan for the implementation of the pilot program under subsection (a).…”
