What I would say to the gentleman from California is this: that the Congress of the United States has, for almost a quarter of a century now, been looking at this issue. We have not done a good job---- Mr. McKEON. Reclaiming my time, as the new chairman of the committee, the first bill that we have brought forward, we have it in the bill. We are moving to take care of it.
