What do we know about research that has been done on the cost to consumers? It is said to cost consumers $3.5 billion. Now, this figure doesn't come from the candy manufacturers; this figure comes from a number of studies by the Government Accountability Office, by OECD, by the President's Council of Economic Advisers. Now, what has happened since July? Since July, the taxpayers of this country have spent $250 million because they are guaranteed as sugar producers to 17 cents per pound.…”
