It limited ATF inspections to once a year, and it weakened the penalty. It allowed unlicensed individuals to sell their firearms as a hobby, avoiding meaningful regulations, thus leading to an increase in gun shows. What does that mean when you have to establish a standard that is so high that you end up not revoking any firearm dealer's license?
