That is correct. Without being harsh here, it is rigged. You are not necessarily, in all likelihood, going to get a fair hearing. You are not going to have someone who is independent. Oftentimes they are employed by, selected by the corporation, and the result is, as you pointed out, that they want to be rehired again, so they find reasons to be supportive of the corporation and not the individual.
