I think it is really important for us to appreciate that when a country comes to us and says, 'We don't want something off the shelf. We want you to build us something special,' that is a designer product, that is a one of a kind. And, frankly, they should pay for that and they should pay, in my view, the R&D [research and development] for that as well, because we are building them something unique.
Speier emphasizes the importance of custom products and the need for countries to fund their development.
