You, too, were here in Congress during the Bush administration when there was an extraordinary increase in the budget for the NIH. The Republicans at that time recognized the value of keeping the NIH robust in the funds that it had in order for it to do cutting-edge research and move us forward. What is it going to take? What was it like then that we don't have today that might be able to enlighten us?
