It wasn't short nor sweet, but I am prepared to close and say this is pretty obvious. This does not take rocket science. All we are doing with this amendment, that is bipartisan and bicameral--maybe the gentleman should talk to Senator Grassley. We want to encourage States to do what we have done on the Federal level.
