Henry Waxman: “I understand the distinction the gentleman is making, but if we imposed a tax on tobacco and wanted to use that money to…”

On the recordMay 19, 1998
I understand the distinction the gentleman is making, but if we imposed a tax on tobacco and wanted to use that money to help pay for Medicare, we would not have the opportunity to have a focus on that new tax increase. If we had that tax on tobacco and wanted to give a tax break to growers of corn, then we would say, whoa, wait a minute, we are going to take a special look at that tax on tobacco. That just, to me, does not make a lot of sense.
