What the Republicans have proposed... is to shift the responsibilities to the States, the cost to the patients and providers.

Block grants, or per capita grants... simply shift the cost onto the beneficiaries, providers, and States.

I recognized that sequestration would have real world effects, which is why I voted against the set of indiscriminate federal budget cuts.
