our objection to this legislation has nothing to do with the politics of the full committee, the subcommittee, or the Democratic versus Republican parties. Our concern is that a bill went out of subcommittee with our understanding that between the time it went out of subcommittee and it was taken up in full committee we would find out more about it from the administrative agencies that were never brought in to testify before a hearing of the subcommittee. And it was with that understanding that the Democratic Members of the subcommittee did not ask for a rollcall vote but let it go on a voice vote.
