Mr. Chairman, farm dust is not the same thing as pollution from a mine. My amendment would exclude pollution from a mine from this legislation so that it stays under EPA regulation under the Clean Air Act, as it is today. There is no reason to give mining operations, whether they're in rural or in urban areas, a pass so that they need not even meet requirements to protect the public from unsafe pollutants that could cause adverse health impacts.
