This Preexisting Condition Insurance Program, or PCIP, was part of the Affordable Care Act. It isn't something the Republicans authored into law; it was part of the Affordable Care Act that they voted against.
Waxman emphasizes that the PCIP was included in the ACA, which Republicans opposed.
