I have some misgivings about this amendment, but the real point that I want to make is that we should have had an opportunity to debate radical, sweeping civil service changes for the DOD. It was wrong not to have that chance to offer an amendment to do that. In the motion to recommit, an employee bill of rights will be offered which will protect veterans' preferences, protect against discrimination based upon political opinion or affiliation, right to overtime pay, due process rights, and appeal rights. I hope Members will be willing to vote for that.
