Mr. Chairman, the standard that's in place has been in place since 1987 when Reagan was President. It has not been changed. Suddenly there is a made-up fear that it's going to be changed and, therefore, we have the legislation that's before us. We hear a lot about certainty. If this bill goes through, the certainty will be that there will be no regulation pf many industries because EPA will no longer have jurisdiction. The other certainty is that a lot of people are going to get very sick from some dangerous pollutants. At this time I wish to yield 2 minutes to the gentlelady from Illinois (Ms. Schakowsky).
