this amendment does not prohibit outplacements of Federal workers to the private sector, but it does ensure that any such outplacements accomplish a training objective and a cost-effective way to improve the training of Federal employees. Mr. Chairman, my amendment enjoys the support of the American Federation of Government Employees, AFGE; the National Treasury Employees Union, and the AFL-CIO. Bobby Harnage, President of the AFGE, stated ``The Waxman amendment manages to both eliminate opportunities for conflicts of interest and help agencies to develop the in-house capabilities they need to manage their information technology programs and contracts.'' Mr. Chairman, I urge Members to adopt this amendment.
