Thank you for yielding to me. This bill, the EPA does not put a price on carbon. The EPA is not setting up a cap-and-trade program. The EPA is only saying, in new facilities with large amounts of carbon emissions, put in efficiency standards so that you can reduce those emissions. That's all.
