“if teenagers are denied confidential and affordable access to family planning services, they will be at a greater risk for sexually transmitted diseases, for unintended pregnancies and more likely to get an abortion. Many teenagers are not able to speak to their parents about these issues, and many parents do not act responsibly and will not give their consent. These factors should not be a barrier to an adolescent coming in and getting needed counseling and contraceptive information and contraceptive services and other health care services that are provided in these title X clinic. I urge opposition to the Istook amendment.”
