It says will not have a disproportionate negative impact or adversely affect public health. I think the language is clear enough for the President to make a finding and get the guidance on it in order to determine whether this bill should be held up. So we may disagree, but I don't think that the language is poorly drafted. I think it's pretty clearly drafted, and I would support the amendment. I yield back the balance of my time.
