I asked a while ago to speak in favor of an amendment. I was told that I had to strike the last word. Can the Chair explain to me why I have to strike the last word to speak in favor of an amendment, and if I spoke in favor of an amendment, would I have an opportunity to speak in striking the last word? The Acting CHAIR. To be clear, the proponent is recognized for 5 minutes, and the member who shall first obtain the floor in opposition is recognized for 5 minutes. Then other Members may move to strike the last word.
