I just have a question about the parliamentary manner in which the debate is being handled. When I asked the other day for time to speak on the bill, I was recognized for 5 minutes. Then I asked to strike the last word so I could speak again, and it was subjected to a unanimous consent request. That wasn't the request for the gentleman from Kentucky to be given an additional 5 minutes, which I would not have objected to, but I just wonder, what are the standards in terms of having a Member speak twice in the debate? The Acting CHAIR. The gentleman from Kentucky claimed the 5 minutes of time that is allowed for opposition. He then moved to strike the last word, and was recognized for 5 minutes on his pro forma amendment.
