I appreciate all of the nice words, but let's recognize this amendment. We just heard the statement that this doesn't apply to the Keystone XL pipeline because that is pending, and the bill says it doesn't apply to any project with permit…

I thank the gentleman for yielding to me. Madam Speaker, I want to say to my friend from Vermont, a member of my committee, that this is not the way to pass laws. This is not the way to correct problems. Problems should be worked out…
