Mr. Chairman, House Republicans are telling us greenhouse gas emissions are falling in the United States. They suggest the U.S. doesn't need to do anything more about climate change, but they couldn't be more wrong. A couple of years ago when the utilities were switching out of coal and going to natural gas because natural gas was cheaper, we saw some leveling off of those emissions, but what matters most is whether the U.S. emissions are on track to decline in the future by the amount needed to prevent dangerous climate change. {time} 1615 Scientists say we need to reduce carbon pollution by 80 percent by 2050, but will not get anywhere near that level of reductions if we go about business as usual and stop EPA from acting and Congress doing nothing to respond to this emergency. At this time, I yield 4 minutes to the gentlelady from California (Mrs. Capps), a member of our committee.
