What the Republicans have proposed... is to shift the responsibilities to the States, the cost to the patients and providers.

Block grants, or per capita grants... simply shift the cost onto the beneficiaries, providers, and States.

We need a long term fix that truly addresses the budget in its entirety.

We should be looking carefully at where the money goes.
