The country is going to pay for it. The elderly is going to pay for it. It is a cost of the Medicare program. When we look at the Federal Government expenditures, what we spend in Medicare is one of our very largest expenditures. It is not just from taxpayers, it is partly paid for by the premiums that the elderly pay for their Medicare. It is paid for also by the working people of this country who pay into the Medicare system in hopes that they will have it available to them when they need it when they become eligible because of their age to take out that Medicare policy.
