whenever we have done clean air legislation we have done it on a bipartisan basis. It has never been a partisan issue. It should not be. We have always done it by trying to get all the very best information, but we should never give in to those who want to give us that false choice of an economy that is thriving and jobs on the one hand and protecting the environment on the other. We do not need to make that choice and history has borne out that we can have both.
