This bill does not provide taxpayers subsidies for abortion. This bill before us is an appropriation to fund the Food and Drug Administration. The Food and Drug Administration receives applications from those private industries that manufacture drugs who come to them and say we want to market our drug. But the law says we must apply to FDA to assure the public that the drug is safe and effective. The FDA then uses its scientific method to determine whether the drug ought to be sold as safe and effective. The Coburn amendment would prevent the FDA from using science. It would say to the FDA they may not approve a drug that is safe and effective because we are going to substitute a political judgment for what has been a scientific judgment under which the FDA has been mandated in carrying out its responsibilities. So what we are doing is preventing taxpayers' funding of the Food and Drug Administration to determine whether a drug is safe and effective.
